RM of Oakview, Aug. 11, continued from last week: There has been some interest in purchasing old municipal signs; council will accept tenders for the same. Additional funds were received from Emergency Measures Organization regarding 2014 heavy rains.
Finances: Council accepted Doug Finlay’s offer (the only one received) of $1,200 for the 1976 Chev tanker formerly used by Rapid City Fire Department. Accounts of $131,391.82 and unpaid invoices of $33,006.27 were passed for payment.
Riverdale Municipality, July 21: The draft audited financial statement for Rivers/Daly Fire Department for 2014 was approved. The annual report (2014) for Prairie Crocus Regional Library was received. Assistant administrative officer Marci Quane gave a report on Riverdale Planning District. Council approved the Teen Challenge/Pedlow Construction proposal to subdivide part of NW 2-11-20W subject to the following condition(s): a variation order be required to reduce the minimum site width from 300 feet to 30 feet in the “A” Rural zoning district; a joint easement agreement be entered into for continued use of the lane to access the residual property. Teen Challenge has indicated their interest in having the home removed from the designated Heritage Site list. Council approved the Bonnie Friesen proposal to subdivide Lot 5, Plan 25681 (Aspen Acres) part of NE 29-12-20W on condition that a permit be obtained from Hydrological Forecasting allowing development within the reservoir boundary. An access road application was received (Gerwin) for a new home. Donna Morken, Aaron Tycoles, Mike Peters and Michelle Budiwski were appointed to Rivers-Daly Community Development Corporation as representatives at-large. Ralph Sprenger has resigned from Little Saskatchewan River Conservation District 72B; David Wedderburn was appointed as Riverdale‘s representative. Council approved Manitoba Hydro’s plans for CN Rail work and for line relocation for G-5 Farms near Bradwardine. A bylaw to borrow money for the construction of a new water treatment plant passed third reading. A bylaw to provide compensation for removal of beaver passed third reading. Correspondence was received from Manitoba Public Insurance about the small claims case council is disputing regrading their decision about grader operator Richard Allen.
Finances: Accounts of $411,764.98 and utility of $9,567.98 were passed for payment. RM of Daly utility incurred a $9,493 deficit in 2012; utility deficits require the approval of Public Utilities Board (PUB); council requests PUB approve the $9,493 2012 deficit from Utility Accumulated Surplus. Council accepted the Chris and Michelle Budiwski offer of $7,000 to buy Lot 7 Block 38 Plan 286.
Riverdale Municipality, Aug. 18: Donna Morken presented information on the Labyrinth and Land project planned for Millennium Park area. Municipal works reports were reviewed with employees:
Jeff Worth on drainage, recycling and beautification; Craige Madden on gravelling, brush clearing, Ted Wood Bridge, beavers, culverts, equipment; Randy King on two water pipeline leaks and the hook-up of Tom Ryall to the water line. Assistant administrative officer Marci Quane gave a report on Riverdale Planning District. Quane was authorized to attend the Red River College, Manitoba Building Bylaws/Building Inspection Course in Winnipeg on Oct. 28 with registration and related expenses being paid. Mike Perreault’s employment was changed from seasonal to full-time permanent. Perreault was authorized to attend a grader training program in Portage la Prairie on Aug. 24with registration and related expenses being paid. CAO Kat Bridgeman and Quane were authorized to attend a municipal planning workshop in Winnipeg Sept. 11with registration and related expenses being paid. The Fire Protection Services Agreement with RM of Oakview was signed. Council entered into a formal agreement with CN Rail for the installation and maintenance of road crossings on roads 114, 116, 117; all cost and maintenance paid by CN. Brad Stienberger has requested a road closure. Mike Beaule was authorized to attend the Level 2 water treatment course; registration and related expenses will be paid.
Finances: Accounts of $272,202.09 and utility of $41,924.10 were passed for payment. Council accepted Ryan Veitch’s tender of $4,000 for the 2011 Degelman REV 1500 rotary mower. A total of $160,612.13 taxes were added to the roll; taxes of $6,925.56 were cancelled from the roll. Council accepted the quote from J&M Industries to supply and install gates for municipal gravel pits at a cost of $4,996
