RM of Oakview, Aug. 25: Gravel is depleted in the Krahn and Couch pits but All West is currently crushing at Couch’s. Stripping will be done at Krahn’s before an additional 5,000 yards can be crushed. Roads to be considered for upgrading were discussed as well as maintaining higher traffic roads.

Recycling is to be hauled out of Rapid City right away and work is being done to clean up Rapid City landfill. Rapid City utility committee reported on work to be done on the utility line before road repairs are completed. Quotes are being obtained to complete landscape work at Rapid City firehall. A meeting with Rapid City and Parkland Regional libraries is to be scheduled for October. CAO Diane Kuculym and the administrative assistant will attend a fall district meeting of Manitoba Municipal Administrator’s Association on Monday, Sept. 21 in Sandy Lake; the office in Rapid City will be closed  that day. Lamb Construction will repair the machinery road between 5- and 8-15-22W, south grade. Charges to be billed for fire costs incurred for bale fires on the RM of Elton boundary road were discussed; the road allowance should be considered the boundary and costs should be split 50/50.

Finances: Council accepted the  Wrey Vickery & Sons tender of $18,750 for road reconstruction of Road 90N east and west of 110W, the boundary road with Harrison Park; work is to be done by Sept. 30 on condition that Harrison Park funds half the project. Council accepted the quote from Greenland Equipment Ltd.  to buy a 15-foot Degelman rotary mower and side arm, for $36,450. Council accepted the proposal from MNP to complete the annual audit at rates of $14,000 (2015), $15,000 (2016) and $16,000 (2017). Nichole Hillis was hired as cleaner for the office in Rapid City at a rate of $150 per month, effective Sept. 1. Wayne Davies was hired as part-time/term relief waste management supervisor/recycling employee, Ward 3, at a rate of $13 per hour, effective Sept. 1. Membership fees will Manitoba Municipal User Group  of $100 were paid; office staff will attend the annual conference Oct. 15 and 16. Membership fees with Association of Manitoba Municipalities of $2,687.50 were paid. Town of Minnedosa was paid $8,000 for the fire protection agreement. Accounts of $56,323.37 and unpaid invoices of $71,780.19 were passed for payment.

Riverdale Municipality, Sept. 1: Donna Morken discussed locations for a proposed labyrinth, RV park and Renn Car project, all co-ordinated by Rivers Train Station Restoration Committee. It was mentioned the old arena site may be suitable for the Renn Car project and that land west of Poplar Road be considered for the labyrinth and RV Park. The process of moving forward to a single policing service was discussed. Locating a leak and and repairs continue on the rural water line. Work at Rivers Comets ball diamond is progressing. There was discussion on the progress of the Lake Road subdivision. Rivers/Daly CDC has its new board is in place and has had its first meeting.

Council entered into an Access Road Development Agreement with Brad Steinberger for the construction of an access road to the subdivided property located on east 3-11-20-W;  Steinberger will construct the road to the boundary of his property and will bear all costs associated with the same; an easement will be drafted for personal use of the road allowance. Riverdale maintains the right, at any such time as new development access is required on the frontage road, to terminate this agreement on 30 days notice. Mike Beaule will attend a Water Distribution Course, Level II in Winnipeg Sept. 22-25  with registration and related expenses being paid. A bylaw to de-designate the Teen Challenge home a municipal site passed third reading. A bylaw to close part of a municipal road shown as a road allowance passed second reading.
