RM of Oakview, Oct. 7: Drainage concerns in Ward 3 were brought to the attention of council. Culvert replacement in PR 355, beaver dam concerns and brushcutting were discussed. Councillor Ken Hyndman reported on the recycling meeting he attended in Virden and the recommendations received regarding the request for proposals which are to be reviewed and a response requested by Oct. 14.

Water meter readings have been completed in Rapid City; some meters need to be replaced. Pump repairs at the Rapid City water plant were also discussed. Rapid City’s water rate study has been sent to Public Utilities Board. Council requested technical and financial assistance from  Manitoba Water Services Board to develop a water distribution plan for Rapid City and estimates for the project. Conditional Use Order CU-06-14-S (Smith) to provide for the establishment of a non-farm dwelling in an “Ag” zone was extended until Oct. 14, 2016.

David Ferguson and Meagan Smith were given permission to use the old Basswood School grounds site for their wedding reception on July 9, 2016. Dennis Sinclair of Rapid City  was offered the position of town foreman, Rapid City, as per the wage recommended by the personnel committee. Council applied to Cenotaph/Monument Restoration Program to fund repairs for the Air Force monument just east of Jct. 250 and 355, which includes grinding and repointing, repairing falling out stones and washing the monument.

Reeve, council and CAO Diane Kuculym were authorized to attend the annual Association of Manitoba Municipalities convention in Brandon Nov. 23-25 with registration and related expenses being paid. Hyndman and Reeve Brent Fortune were authorized to attend Southwest Regional Development Corporation’s gasification demonstration in Brandon on Oct. 22. Rapid City Elementary School Parent Group requests the speed limit be reduced to 30; more information is to be received. RM of Wallace-Woodworth  will not retain membership in Midwest Weed District. Council accepted a quote from Universal Doors Ltd. to replace the overhead door in Oak Rivers’ municipal shop. 

Finances: Council agreed to buy a fire signal siren for the Rapid City fire hall from Current Electric Ltd. for $2,676.90, to be reimbursed by insurance. Oakview residents are playing on Yellowhead Chiefs hockey team this season; council bought a quarter-page ad in the Chiefs AAA midget hockey program for $75. Accounts of $112,491.25 and unpaid invoices of $432,453.92 were passed for payment.
