RM of Oakview, Oct. 27: The Roads and Drainage Committee reported on culverts that were damaged due to fire.

They also mentioned concerns with possible snow removal in Cardale, a road into a new home in Ward 3  and roads that need improvements in future years. Council accepted the quote from O.P. Knox  Enterprises to install a three-ply treated wooden beam (2- by 12-foot) and support columns for an overhead door and to install a new heavy-grade steel man door in the Oak River municipal shop, on the condition that revisions are accepted. A recycling meeting will be set up with a member from the LUDs of Oak River and Rapid City, Manitoba Waste Management and Lorass, the latter two being interested in providing recycling services in the municipality. Rapid City utility began purchasing water from the RM of Minto-Odanah in November 2014 and no rate increase has been passed onto consumers; an interim rate increase is so urgently required that it would be in the best interests of everyone to bypass the normal processes and due diligence of Public Utilities Board (PUB) in approving the rates; therefore, council requests PUB for an interim rate increase effective Jan. 1. Outstanding invoices to Clint Moffat &  Sons Ltd. for road reconstruction work completed in Ward 1 and Ward 2 was passed for payment. Council contracted Contec Projects Limited to provide lift station cleaning at Rapid City in the spring and fall. Council accepted the quote from Lamb’s Construction for the installation of a culvert in PR 355; Manitoba Infrastructure and Transportation will be requested to cost-share the same. A one-year unlimited phone paging system was bought for Oak River Fire Department. Letters and a petition received from supporters of the Rapid City Library were presented to Council. Council met with Rapid City Library, Parkland Regional Library and Friends of Rapid City Library on Oct. 26; due to amalgamation Oakview can only belong to one library service; council agreed to maintain membership in Rapid City but requested a reciprocal agreement be drafted between Rapid City and Parkland so existing members of Parkland may borrow from Parkland’s libraries. Council agreed to buy a tenth-page ad in the Royal Canadian Legion Military Service Recognition Book.

Finances: VLT grants were issued to Oak River Memorial Hall ($1,000), Cardale Rink Association ($5,000) and Oak River Community Association ($5,000) for repairs and maintenance on Oak River arena/sports grounds. Accounts of $55,329.50 and unpaid invoices of $97,900.00 were passed for payment.

Riverdale Municipality, Oct. 6: Councillors Darren Bray and Bryan Smith attended a regional recycling meeting in Virden. Proposals were reviewed and a recommendation was passed to each participating municipality; Riverdale will continue to review recycling for efficiency and cost savings outside of the regional proposal at this time. A proposal to subdivide part of southeast 22-12-21W (Jay) was approved with no conditions. RM of Woodworth-Wallace has withdrawn from Midwest Weed District. A variation order from Teen Challenge to alter the minimum site width requirement from 300 feet to 30 feet was approved. An access road development agreement was signed with  Brad Steinburger. Permission was granted to have a temporary hydro pole installed on municipal property fronting Lot 12/13 Plan 1315, Chimo Resort, to accommodate the building of a new residence; the homeowner will be responsible for the pole and service costs. Taxes of $6,412.21 were cancelled from the rolls. Councillor Ian Dyer would like to see a backup plan in place at Riverdale Community Centre for access/evacuation of the upper level in the event the lift is not available; this matter will be brought to the arena manager. Council went in camera to discuss a legal issue.

Riverdale Municipality, Oct. 20: A presentation was heard on Assiniboine River Basin Initiative; its mandate is to work with all partners in the basin to achieve basin-wide comprehensive integrated watershed actions in order to achieve environmental, social and economic sustainability for all residents across the basin. A variation order from James and Mary Douglas, owners of northeast  1-11-20W, received approval to vary the minimum site width requirement from 300 feet to 250 feet and minimum site area from five acres to two acres. Rotted wall plates and wood on Millennium Park’s gazebo will be replaced as time permits. Backfill has been brought in to the old rink lot to help with drainage.

Accounts of $481,403.09 and utility of $46,375.62 were passed for payment. A fundraising event with mention of the rental cost/donation request will be forwarded to the arena board. An MPI claim for reimbursement of firefighting/rescue costs was transferred to the Fire Equipment Reserve; the department may request to withdraw funds for the purchase of new equipment. CAO Kat Bridgeman was reimbursed $55 per month for cell phone usage as per employee contract phones.
