RM of Oakview - Jan. 12: Costs for the primary care facility in Minnedosa were discussed as well as financing and funding; a per capita levy was discussed. The building committee reported on repairs that are required for the Ward 2 machine shop. Cellphone boosters for Rapid City were discussed. Councillor Gavin Reynolds updated Council on repairs required for Rapid City rink.

Stray animals in the municipality, signage at the waste site, a library representative from Ward 3 and setting up a Facebook account were discussed. Public works supervisor Melvin Alex discussed the build-up of snow on the municipal shed, a cellphone booster, the gantry hoist, the replacement of road graders and costs to purchase extended warranty for existing machines.

Council accepted the municipal logo from Cardinal Signs. A letter from the municipal lawyer regarding the sale of a public road was reviewed with council. A reply from a contractor regarding a sewer line concern in Rapid City was discussed. Specifications for the purchase of three graders with trade-in of the Ward 2 and 3 machines were drafted; tenders are to be received by Feb. 23. Rapid City and Oak River fire chiefs were authorized to order their requested turn-out gear. Rapid City Fire Department was authorized to complete repairs and upgrades on the 1993 fire truck.

A generator will be bought for Rapid City public works department. The monthly indemnities for reeve and council remain the same for 2016 as  they were for 2015. Additional office staff is required in Oak River at this time; council authorized the closure of the Rapid City office for three days a week so Rapid City’s administrative assistant Bonnie Wright can work out of the Oak River office for a short period of time.

Finances: Council agreed to become a Federation of Canadian Municipalities member at a cost of $355.60. South Central Mutual Aid District was paid its membership fee of $200 each for Rapid City and Oak River. Dennis Sinclair’s, Brent Haggarty’s and Jim Kuculym’s membership fees of $55.13 with Manitoba Water and Wastewater Association were paid. It was agreed to pay the balance of school levies on Jan. 31; amounts are: Public Schools, $35,943.28; Park West, $6,320.52; Rolling River, $82,095.69. Manitoba Water Services Board was paid $1,437.88 for construction costs of Rapid City water supply pipeline. Rolling River Festival of the Arts was granted $100. Council renewed its $500 membership with Agricultural Hall of Fame. Manitoba Crime Stoppers will be paid 10 cents per capita. Accounts of $192,215.26 and unpaid invoices of $45,361.54 were passed for payment. The next meeting is Feb. 2 at 7:30 p.m.

RM of Oakview, Feb. 2: Councillor Gavin Reynolds reported on the amount of insurance being offered to repair Rapid City Rink from the water leak; options the rink board are considering were discussed. The building inspector is to be contacted.

Reeve Brent Fortune reported on a meeting he had to discuss a regional primary care centre at Minnedosa; a letter of support will be sent. A gasification meeting held in Oak River on Jan. 26 was discussed; representatives from Manitoba Hydro are completing a proposed route to be presented to people in Ward 3 who may be interested in getting natural gas.

Oakview is required to appoint four representatives to Rapid City and District Library; Ward 3 ratepayers have expressed an interest in serving; council appointed Raeleen Vassart to the board. The provincial planning branch has been sent a copy of the resolution which identified lands in Rapid City which were designated public reserve; the lands will be included in future map changes.

Council will request tenders for crushing gravel at the Sharpe, Couch, McIntyre and Krahn pits. Keaton Moore has resigned as Rapid City’s landfill/recycling employee; advertising for a new employee continues. Brandon Eavestroughing & Exteriors (2008) will supply and install eavestroughing on the former RM of Saskatchewan machine shop. Council will request a grant of up to 10 per cent of the annual value of the Gravel Road Initiative Agreement for improvements to PR 354 and PR 355.

Council agreed to support Strathclair Drama Club by purchasing a half-page ad in their production program. Two sets of two-night Rapid City camping passes were donated to the 16th annual pie social fundraiser for Rapid City and District Library’s auction on Feb. 21 and also the 10th annual Rapid City fishing derby. New radios and accessories will be bought for Oak River Fire Department. Memberships with Manitoba Association of Fire Chiefs were paid for Jim Kuculym (Oak River) and Morley Cornish (Rapid City).

Finances: Rapid City Regional Library presented a draft budget indicating no increase in funding for 2016; council accepted the proposed budget with the levy remaining at $22,818.58. Council agreed, in principal, to their portion of 2016 funding of $30,000 for a regional primary care centre in Minnedosa.

Council accepted the lone tender of $2,100 per year to rent pasture land (known as Plan 10) from Mike Bootsman; an agreement for a four-year term will be signed. Council accepted the tenders of Ken Kilmury to purchase two used overhead doors for $300. The 2016 levy to Minnedosa Area Veterinary Services District in the amount of $6,850.68 will be paid with the first half ($3,425.34) immediately and the second in August. The 2016 levy of $23,570.17 to Little Saskatchewan River Conservation District will be paid on April 1 ($11,785.06) and Oct. 1.

Council paid $1,000 to Minnedosa Regional Archives Inc. Morley Cornish will be paid $600 in December, after serving the 2016 as fire chief. Accounts of $247,231.29 and unpaid invoices of $68,610.15 were passed for payment. The next meeting is Feb. 23 at 7:30 p.m.
